An Honourable Profession: Public Employees and Identity Construction in Chile, 1880–1920

This paper analyses how public employees at two Chilean government offices constructed their occupational identities. In contrast to the vast majority of previous work, which took the 1920s as its starting point, this study focuses on the period between 1880 and 1920. Additionally, the construction of identity is analysed in direct relation to performance in the workplace. The paper asserts that public criticism of their performance prompted public employees to develop an image of themselves based on the concept of their honourability as competent and honest workers.     

基层派出所视频侦查体系构建实证研究

视频侦查已成为公安机关重要的刑侦基础性工作。目前省、市、县、所四级公安视频侦查体系基本建成,而作为基层一线的“所级”视频侦查体系,实践中没有受到足够的重视。应强化派出所层级的视频侦查体系建设,同时,合理协调全社会视频监控系统建设的系统推进,以提升视频侦查工作实战效能。     

Socio-political tensions in Bus Rapid Transit (BRT) development in low-income Asian cities

International development agencies, with the help of the central government, support building state of art Bus Rapid Transit (BRT) in low-income Asian cities. However, BRT investment over indigenous modes of mobility is creating socio-political tensions at the local level. This article uses multi-level governance as a theoretical lens to examine the relationships among actors in BRT investment decisions in Bandung and Surabaya, Indonesia. The research finds that local stakeholders can distort national and supranational policy initiatives totally or in a way that while projects are delivered, they are of limited use to the local communities they intended to help.     

新媒介技术下中国政治传播的改变及应对

在新媒介时代,网络空间成为政治传播线上宣传的公共领域,新媒介技术成为不断推动这个领域创新发展的重要力量。新媒介技术下的政治传播格局发生改变,政治传播主体更加多元,政治传播方式更加多样,政治传播的问题也逐渐凸显。转变传统公共政治传播观念,以新媒介技术为支撑,传播优质内容,寻求与公众的政治共识,建立公共传播与公众传播的多向互动格局,增强公众对政府的信任度,能够对新媒介技术下政治传播生态的健康发展产生积极作用。     

新时代中国特色社会主义语境中的服务型政府建设

党的十九大报告中已经明确提出了要大力加强“建设人民满意的服务型政府”,为此,新时代中国特色社会主义对服务型政府建设提出了新的建设要求与总体目标。从新时代的语境中加以分析,发现如今服务型政府建设还有许多不满足新要求的问题,主要体现在政府的服务范围、服务理念、服务主体和服务供给机制等方面。针对上述几方面存在的问题,可以从明确服务边界、牢固树立服务行政理念、加强服务队伍建设、形成以人民需求为导向的公共服务供给机制等方面来加以探讨。     

Prisons or Problem-Solving: Does the Public Support Specialty Courts?

ABSTRACT

Recently, “problem-solving” courts have been developed as an alternative to imprisonment. They are often called “specialty” courts because they process and divert into treatment programs offenders who are seen as different from the general criminal population, such as those with mental health or drug problems, those who are homeless or veterans, and those who engage in domestic violence. Based on a 2017 national survey of 1,000 respondents, the current study examines overall public support for rehabilitation as a goal of corrections and then focuses specifically on support for different types of specialty courts. The analysis reveals that the American public endorses not only the rehabilitative ideal but also the use of problem-solving courts. Further, with only minimal variation, strong support for these courts appears to exist regardless of political orientation and sociodemographic characteristics.     

“河长制”优化研究

"河长制"全面实施以来,我国河流管理与保护成效显著。"河长制"确认各级河长在河流管理保护中的职责,通过对河长每年工作履职情况进行严格考核并实施严格追责等措施,促进了我国水环境和水生态质量的改善并向长久保持。在实践中,我国"河长制"面临着本质偏离、考核异化、多元共治欠缺的困境,使得河流治理容易出现短期、反弹等现象,影响了"河长制"的实效。为此必须通过明晰各级河长的责任,确保以责任驱动"河长制"工作;建立多层面的科学完善的考核指标体系;坚持多元共治,弱化对行政权力的依赖来优化"河长制"制度,保障"河长制"的长效化、法治化。     

全覆盖预算绩效管理的内容建构和路径探讨

经济新常态下,预算绩效管理已不再仅是对支出效率评估的工具,而是成为了实现国家治理现代化的保障机制。全覆盖预算绩效管理作为构建预算绩效管理体系的重要组成部分,以目标导向为原则,一方面旨在弥补传统预算绩效中存在的问题,另一方旨在构建起包括一般公共预算绩效管理体系、其它政府预算绩效管理体系和解决政府与社会企业的"五种合作模式"存在的部分问题的预算绩效管理体系。为推动全覆盖预算绩效管理的践行,应积极推进全覆盖与全方位预算绩效管理格局紧密配合、与全过程预算绩效管理链条有机联动的路径机制。同时,弥补全覆盖预算绩效管理相关的法律不足、建立健全全覆盖预算绩效考评监督体系等相关配套措施的顶层设计,从而推进"绩效管理平面化"向"绩效管理立体化"转变、实现财政支出效率和预算绩效管理的战略规划目标。     

"堰塞湖"型社区治安管理模式探析 ——以北京市崔各庄东辛店村为例

基层治,则天下安。在新型城镇化纵深推进大背景下,对流动人口住处的疏解整治成为解决"大城市病"的必要手段,但实践中拆迁整治引发了"堰塞湖效应","堰塞湖效应"使得流动人口流入地社区演变成"堰塞湖"型社区。对此类社区的治安管理应革新以往防范式治安管理模式,有针对性地构建社区治安问题"审视→分析→反应→评估"的治安管理模式,根据"堰塞湖"型社区治安问题产生的原因及管理困境,形成一套从宏观到微观的逻辑严谨、运行有序的治安管理体系。具体可从树立"善治"和"共治"治安管理理念、促进流动人口社区融合和社区治安资源整合等方面入手解决"堰塞湖"型社区治安问题,以维护社区安全稳定。     

How to share and utilise expertise in a police forensic department through externalisation and mutualisation

The technique of fire investigation is a forensic domain in which expertise and analogies play a central role. To learn how fire investigators use these analogies to support their work, we conducted an ethnographic study in a Swiss forensic police department. To propose a suitable knowledge-management strategy, we also evaluated the knowledge conservation and sharing within the department. Our results highlighted that actionable knowledge is registered mainly in the investigators’ memories of a few, very experienced, individuals. Without experience with fire-incident investigations, an agent generally requires help from a more experienced colleague, who will then use his memory to find a similar case, which can contribute to the solution of the ongoing one. The research also established that knowledge is exchanged orally during on-site investigations and that knowledge receivers are generally those who are present on the scene. Using these findings, we suggest building a case library to support the externalisation and sharing of knowledge.
